Director, STEM-A Career Management Directorate
Mrs. Atkins contributes thought leadership to the Army’s STEM-Analysis Career Management Directorate, inclusive of the Army’s STEM, Data Science and Analysis, Cyber, Engineers, Scientists, Technicians, Civil Works, Construction, Infrastructure Army Civilian missions where she envisions, conceptualizes, researches, develops, directs and manages talent strategies and execution nested with Army civilian workforce development and management priorities in support of Army’s civilian people management transformation goals.
In her previous positions, November 2023- May 2025, Mrs. Atkins served as the Chief of the Army’s Science, Engineering and Analysis Career Field. From May 2018 – November 2023, Mrs. Atkins conceptualized, established, developed, and grew the Army’s 32nd functional community and training strategies dedicated to the career and talent development, training entry-level recruitment of Cyberspace Effects Civilian professionals comprising defensive and offensive cyber operators, electronic warfare, and information operations professionals. She led and managed all aspects of strategic planning, training execution and evaluation, professional development, budget management, talent management, employee engagement activities and inform policy decision makers. In 2020, Mrs. Atkins joined the newly established Digital Technology Career Field as part of the Army’s Army People Strategy Civilian Implementation Plan, where she continued her work and later became a talent manager of the Information Technology and overall civilian cyber community in alignment with Defense Department and national goals. She also conceptualized and developed the Command’s enterprise-wide cyber-focused Command intern and fellowship program, the ARCYBER Career Exploration, Advancement and Development (CEAD) Program.
She served as the Deputy Career Program Manager for the Army civilian public affairs professionals, from 2015-2018, where she was responsible for informing and advising careerists on career development, and managed training for more than 1300 personnel. As a PAO at the U.S. Army Test and Evaluation Command from 2014-2015, Mrs. Atkins led and executed the media relations, community relations, and command information programs and communications synchronization across 11 organizations subordinate to ATEC. She provided leadership, management, guidance, training, and technical expertise and developed command themes, messages, talking points, speeches, articles, press releases, command videos, and multimedia products.
From 2009-2014, Mrs. Atkins served as a forward public affairs officers for the U.S. Army Communications-Electronics Command at Aberdeen Proving Ground, MD during the 2005 BRAC implementation where she led media relations, command information, served as managing editor for an inaugural magazine, and a host of other public affairs activities and products to establish APG as the Home to Army Technology. While at the U.S. Army Research, Development and Engineering Command, from 2007-2009, Mrs. Atkins developed and managed websites and a command magazine and conducted media relations activities. She worked for the U.S. Army Ordnance Center and Schools headquarters from 2006-2007 upon graduating from the Department of the Army Public Affairs Intern program in 2006. She trained at the Army’s premier medical facility, Brooke Army Medical Center in San Antonio, Texas where she worked with national media to tell the Army story.
